Consumer assistance program, also called CAP
Some states have consumer assistance programs to help you find health insurance and assist you if you have a problem. The goal of a CAP is to make health insurance less confusing. It can help you:
Enroll in a plan.
Sign up for financial aid to help pay for health insurance.
Understand your rights.
File an appeal if your health plan says it won’t cover a service.
The states that currently have such programs include California, New Mexico, Mississippi, Missouri, North Carolina, Michigan, New York, District of Columbia, Vermont, Massachusetts, Maryland, Connecticut, and Maine.
