They can help you decide on the plan that will best meet your needs and help you enroll, all free of charge. The Affordable Care Act has guidelines for who can be a navigator. For example, navigators can't be paid by health plans. They also should have experience working with specific populations of people to help them overcome barriers to getting health insurance. This may include people who don't make a lot of money, people with disabilities, people who don't speak English well, and people in certain ethnic groups.
