Michael S. Sparer, JD, PhD

Michael S. Sparer, JD, PhD, writes and teaches on the politics of health care reform, the efforts of American states to cope with the health care crisis, and the law and health policy. He is the author of Medicaid and the Limits of State Health Reform and has written research articles on managed-care initiatives for low-income people, examining California, Minnesota, and New York as case studies; on what state governments can learn from nursing home policy; and how public officials manage Medicaid.

From 1980 to 1988 Sparer was an attorney for the New York City Corporation Counsel's Office. He received his bachelor's degree from Beloit College, his law degree from Rutgers University School of Law, and his doctorate from Brandeis University.
